Self-financing health centre opens at JNC

ITANAGAR, Sept 24: A Health Centre was opened J N College, Pasighat at its lower campus yesterday.

The centre was formally inaugurated District Medical Officer Dr. D Bagra in presence of all the staff and the students of the college. People of the adjacent areas of JNC also attended the programme.

The health centre equipped with the necessary primary instruments and the generic medicines will extend health services to the college family and the nearby people.

While addressing the gathering, Dr. Bagra applauded the initiative of Principal of the college TTalom and N.Darang, the coordinator, Health Centre, for their missionary zeal to open the health centre on PPP basis. He assured the college health centre of all possible support from his office and informed the gathering that the college would soon be getting the recognised status of a proper health centre as the proposal has already been sent to the higher authority for consideration.

Principal Talom emphasized on the need of such health centre in a college like JNC with a students’ strength of nearly 4000.

Dr T Siram, the campus doctor, was all praise for the college administration for opening the health centre.   

Earlier, Asst. Prof Dr.SK Sinha highlighted the aims and objectives of the health centre and made the audience aware of the humanistic mission that JNC has been engaged with since its inception.

 

 

CCGC of JNC conducts workshop

ITANAGAR, Sept 24: The Career Counseling and Guidance Cell (CCGC) of Jawaharlal Nehru College (JNC), Pasighat has conducted a one day workshop on topic “Career opportunities for commerce graduates” today.

Highlighting the objective of workshop, Asst. Prof. Narang Tari, Coordinator, CCGCof suggested the participating students to take advantage of the programme which will provide the much needed information about choosing their future career options.

The first technical session was taken by Asst. Prof. Manjung Mossang on the topic “Employability Skills”, the second by Dr. DP Panda on the topic “Banking Services as the hot career” and the third and technical session by Dr. MK Jana on the topic “career opportunities for commerce graduates.”

The queries of the students were answered by the Coordinator and the resource persons.

Earlier, the workshop was formally inaugurated by Principal of the college Tayek Talom. .

 

 

GIFCC reacts to CM’s statement on minority

ITANAGAR, Sept 24: Galo Indigenous Faith and Cultural Council (GIFCC) has reacted strongly to the chief minister’s alleged statement on minority issue that “availing of minority scheme will not affect the Scheduled Tribes status.” According to GIFCC, this was stated by the chief minister while responding to a question of MLA Laeta Umbrey during the just concluded legislative assembly.

Terming the statement misleading, GIFCC said that constitutionally no one can get double benefit under any circumstances.

“Schedule Tribe status is different from minority status and govt. should not try to mix it up, otherwise indigenous traditional system and practices will be in danger,” GIFCC said.

Questioning the basis for declaring certain areas like Basar, Gensi etc as minority blocks, GIFCC urged the state government to respect the Arunachal Pradesh Freedom of Religion Act of 1978.

 

 

Chinese incursion condemnable: CM

ITANAGAR, Sept 24: Arunachal Pradesh Chief Minister Nabam Tuki said on Tuesday that the recent incursion by the Chinese army into the state’s territory ‘should be unequivocally condemned in the national interest’

“The two countries have diplomatic relations which needs to be maintained. But it is intriguing that China continues to claim our territory,” Tuki told the Assembly responding to a calling attention motion by Peoples’ Party of Arunachal member Laeta Umbrey on the intrusion into the Chaglagam area of Anjaw district on August 11.

Stating that the incursion issue was a subject for the Centre and the State was not a party to the Indo-Sino bilateral talks, the Chief Minister reposed full faith on the security forces and said that they would never compromise with the external security of the country.

Referring to the large stretch of the border demarcated by the McMohan Line, Tuki said “There are areas in the state across the border without habitation where I am planning to visit to study the ground reality.”

Umbrey said that the incursion had inflicted untold mental agony on the people of the state. “Time has come that we should break our silence and tell the world that we are Indians and our state is an integral part of the country. “Arunachalees are more patriotic and always greet people from other provinces of the country with Jai Hind,” he said and urged the State Government to send a clear message to the Centre on the issue.

JJFC, Tagung Neri FC reach semis

ITANAGAR, Sept 24: Jiyo Aur Jine Do FC (JJFC) and Tagung Neri FC won their respective quarterfinal matches to enter the semifinals in the 2nd State Level Giogi Taya Memorial Footbaal Tournament 2013 at Rajiv Gandhi Stadium, Naharlagun today.

JJFC trounced Pungrung Laying SC 6-1 while Tagung Neri FC beat Doimukh FC 4-2 (6-4) in penalty kick to enter semifinals.

Tarh Rajkumar (3 min), Dare Takar (47 min), Take Arun (14, 49 min) and Pagge Tashi (40, 52 min) were the scorers of JJFC. Biri Taro scored the lone goal in 68th minute for Pungrung Laying FC.

The match between Tagung Neri FC and Doimukh FC was taken to penalty kick after both the teams were tied 2-2 in full time.

Gora Makik SC will paly against Triumph FC in the first semifinal tomorrow and Jiyo Aur Jeene Do FC will be up against Tagung Neri in the second semifinal.

 

 

Select panel to scrutinize Bill

ITANAGAR, Sept 24: The Arunachal Pradesh State Housing Board Bill, 2013 which was introduced  in the Assembly on Sept 21 last was referred to  a select house  committee headed by Housing Minister Rajesh Tacho for its scrutinization and submit report within  two months.   Other members of the Committee included Tamiyo Taga, T N Thongdok, Ralom Borang and Bamang Felix.

Earlier, while welcoming the Bill, MLAs Bamang Felix and  Ralom Borang, however,  pointed out many obscurities  in it and  suggested a committee to go into details of the  Bill.

Participating in short discussion T N Thongdok  highlighted the importance of the such bill and  said that the Bill may be passed after necessary correction.

 

 

RGU Chancellor calls on Governor

ITANAGAR, Sept 24: The Chancellor of Rajiv Gandhi University, Doimukh, Air Marshal (Retd) Pranab Kumar Barbora called on Arunachal Pradesh Governor Lt. General (Retd) Nirbhay Sharma at Raj Bhawan here today and discussed various issues about the premier institution of the state.

The Chancellor shared innovative concepts and ideas with the Governor, who is the Chief Rector of the University.

While acknowledging the vast experience of Air Marshal Barbora, the Governor reposed his faith on the Chancellor and hope that the RGU will touch new height of academic excellence.

AdiSU calls for early completion of Nubo and Gandhi bridge

ITANAGAR, Sept 24: In a joint meeting held with GPT Infra Project Ltd, Kolkata, the executing agency of Nubo Bridge and Gandhi bridge over River Siang at Yinkiong today, the Adi Students’ Union (AdiSU) demanded for its immediate completion.

Construction of both the bridge was started four years back and was to complete before March this year.

The executing agency informed that the delay in construction work is due to non payment from the payment from the government side.

In the meeting AdiSU called for implementation of corporate social responsibility (CSR) for local area development.

The union further appealed the concern authority for early release of the pending bill so that construction work of the bridges can be worked upon early.

 

 

APATCYO for maintenance of roads and proper drainage system in the Capital

ITANAGAR, Sept 24: The Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has demanded for sanctioning fund for double coating of roads and proper drainage system in and around Capital Complex.

In a letter addressed to the chief engineer, Trans-Arunachal Highway, it said that the road leading to CM Bungalow and Rajbhawan is always maintained while the remaining roads are left unattended which is the reason why we see accidents happening on a daily basis.

 

 

BJPKM  demands proper implementation of FSP

ITANAGAR, Sept 24: The Kisan Morcha of the state Bharatiya Janata Party (BJP) has demanded the state government for quick and proper implementation of National Food Security programme (FSP) in entire state as per guideline.

Stating that 70 percent of the state’s populations are farmers and 55 percent live below poverty line, BJP also urged that Director of Food and Civil Supply Department to play a pivotal role in the implementation of the scheme so that benefits of the scheme reached to the targeted people.

Further, the Morcha demanded the state government to reinvestigate the PDS scam in the greater interest of people of the state and their welfare.

 

 

Orientation programme on design development

ITANAGR, Sept 24: The state branch office of the Indian Institute of Entrepreneurship (IIE) is organizing an orientation programme on design development on September 27 next.

Aimed at sharing and discussing details of design clinic scheme for MSMEs with the design community and MSME associations in the state, it is being organized in collaboration with the Design Clinic Scheme Regional Centre (North-East Zone).

 

 

Volleyball tournament kicked off

ITANAGAR, Sept 24: A volleyball tournament being organized by Jollang Valley Youth Welfare Association in collaboration with Gandhi Jayanti celebration team was kicked off today. Altogether 14 teams (7 each boys and girls) are taking part in the tourney.In the opening match between Don Bosco School and Richi Village, Don Bosco defeated Richi village 2-1. Earlier tournament was inaugurated by Jollang Panchayat ASM Biri Rupa Nabam.

 

 

Training for AMDO

ITANAGAR, Sept 24: Altogether 36 assistant mineral development officers (AMDO) are participating in a three day State Level Sensitization Training Programme which began at ATI, Naharlagun today.

The training programme is being sponsored by department of geology and mining.

During its inaugural session, director, training, Pema Tsetan said that the programme will provide a golden opportunity to clarify their doubts on intricate matters and raise level of their confidence.

Expressing that Arunachal is blessed with abundant natural resources in the form of mines and minerals, he said that these has to be explored in progressive manner without effecting the ecological and environmental fabric of the state.

ITANAGAR, Sept 24:  The Longding District Sepak Takraw Association is organizing state coaching camp at Longding general ground from early Oct 2013, to select the state team for upcoming 24th Senior National Sepak Takraw Men and Women Championship scheduled to be held at Kohima, Nagaland. Union threatens to steer steering jam agitation

ITANAGAR, Sept 24: All Arunachal Pradesh Motor Transport Workers’ Union (AAPMTWU) threatened to steer “steering jam’ heavy vehicles (trucks) particularly goods carrying vehicles from entering East Kameng district from 28 September to Oct 4 next if the authority failed to arrest the culprits involved in brutal physical attack on driver Sanjay Tamang on 31 July last. The decision came after a meeting held at Bhalukpong in West Kameng under the chairmanship its general secretary Tadung Yangfo.  AAPMTWU in its representation to the deputy commissioner East Kameng reiterated its demand to arrest the assaulter as soon as possible. It is said a FIR had been lodged with police station Seppa seeking culprit to nab at earliest.

 

 

Oath taking ceremony of new LDVSU

ITANAGAR, Sept 24: The oath taking ceremony of Lower Dibang Valley Students’ Union (LDVDSU), a federal unit All Arunachal Pradesh Students’ Union (AAPSU), was held under the chairmanship of AAPSU Speaker Dara Sing Tayeng and in presence of other office bearers/central executive members of AAPSU and community based organization including All Idu Mishmi Students’ Union (AIMSU), Sistrict Adi Students’ Union (DASU), AdiSU at Roing on Sept 22.

Addressing the newly elected students’ body, the AAPSU Speaker urged it to work for the interest and welfare of the student community as well play a pivotal role as a peacemaker in the sensitive district.

While addressing the gathering, Art & Culture Secretary Risso Kiagung highlighted various activities of AAPSU for the welfare of student community and in bridging gap among all community/tribes in the state. He appreciated Lower Dibang Valley District Students’ Union for conducting the election in a very peaceful manner.

Govt planning to activate all defunct hydel stations

ITANAGAR, Sept 24: The state Govt is planning to renovate all the mini and micro hydel projects lying idle across the state provided the Central Govt extends financial help.

Responding to a question raised by the MLA  Alo Libang in the Assembly today the Chief Minister informed that large number of  mini/micro hydel projects in the state  have either developed technical fault or got damaged due to natural calamity like landslide, the  Chief Minister  said adding  a policy guidelines would be  framed to look into the existing hydel projects.

At present there are 113 hydel stations under department of hydro power development. Out of the  total 113 hydel stations,  30 hydels with  capacity of producing 18690 kw are non-operational and four number of hydel stations  with capacity of  465 KW remain defunct.

The  Chief Minister, informed the house that  renovation/modernization  works of 18 hydel stations  have been undertaken and remaining hydel pojects would be taken up phase-wise manner subject to availability of fund.

On operational costs for the hydel stations, the  Chief Minister  said that  a nominal fund allocation is  being made annually for operation of maintenance of hydel  stations. However,  due to fund constraint such nominal fund is being utilized in urgent restoration of the hydel stations which are damaged by flood. For uninterrupted operation of hydel stations adequate or higher funds are desirable, the chief minister asserted.

Posting of teachers: Education Minister Bosiram Siram informed the   the Assembly that two teachers have been posted at Maro secondary school recently. He was responding to a supplementary from Takar Marde.

When enquired by Honchun Ngandam, Bosiram reiterated that  his department is facing shortfall of 90 senor teachers, besides 15 principals, 15 vice principals and 20 headmasters in various schools of the state.  Though many higher secondary schools  have no principals,  the schools are running smoothly without any major problem, the minister said.

“We can not compromise with the human resource development”, the minister said adding the higher secondary level schools need regular teachers in order to maintain the quality of education.

The minister, however, said that the chief minister had assured to take steps for creation of posts of teachers in phase  manner and accordingly teachers shortage problem will be solve in some extent.

Responding to a supplementary raised by Lokam Tassar, the education minister further informed that large number of teachers had been terminated in Kurung Kurung district for making a mockery of the  education.

On shortage of teachers, the Minister informed that interview for selection of 148  teachers would be held within few days and  results would be declared withing no time for deployment of teachers in schools.  He further disclosed that the Dorjee Khandu-led  government had paid Rs 25 crore state matching share to get central fund and the Nabam Tuki government had released Rs 93.46 crore and  an amount of Rs 33 crore  matching share is yet to  be released.  

Irrigation project: Responding to the supplementary question from Dr Tangor Tapak on Sille Remi project,  WRD Minister Newlai Tingkhatra  assured to take up the scheme on priority basis  subject to availability of fund.

Missing of Arunachal from the map:  The Chief Minister  Nabam Tuki informed the Assembly that   the Maharashtra Chief   Minister   Prithviraj Chavan had  informed him about the  action taken for  the unpardonable mistake done by the  Maharashtra Education Board by excluding Arunachal Pradesh from the map.  

The Maharashtra CM wrote letter to Arunachal CM  stating that steps being taken to stop  circulation  and withdrawal  of erroneous text books  of Class -X (Geography)  from market, reprint of books with correction, disciplinary action against the wrong doers, Tuki said.  Besides, MP Takam Sanjoy also met  Maharashtra CM and asked for needful action, Tuki added.

Meanwhile, the Speaker  Wanglin Lowangdong adjourned the house sine die and thanked the members of the House for their cooperation.

 

 

PFJA writes to CM demanding removal of incumbent ADM cum CEO

ITANAGAR, Sept 24: The People’s Forum for Justice in Arunachal (PFJA) has written an explosive letter to Chief Minister demanding immediate withdrawal of all judicial and magistrate powers vested to Talo Potom, ADM cum chief estate officer and send him back to his parent PWD department. Armed with dossier of documents, the PFJA claimed that power of executive magistrate, additional district magistrate along with judicial magistrate first class was illegally conferred to Potom without prior approval of state government.

He was conferred power of executive magistrate on trial basis   u/s 20(1) of CrPC, 1973(No.2 of 1974) on the basis of requisition placed by chief engineer-cum-director, UD and housing in the year 2008. Within 3 months he was given power of ADM u/s 20(2) of CrPC and on 25th August 2009, he was again vested with power of judicial magistrate u/s 32(1) of the CrPC 1973. PFJA claimed that conferment of such power to an officer requires prior approval of state Govt as per the Act by which he was so conferred with power mentioned in above Acts.

“The notification of power conferment was issued by then Chief Secretary Tabom Bam to the Government of Arunachal Pradesh for the reason best known to him. The conferment of Executive and Judicial Magistrate powers on ADM hailing from an Engineer background was never placed before state cabinet’s knowledge. Be it so, even the case was not referred to then Minister in-charge concern for obtaining approval which was supposed to do so and he was appointed on pick and choose basis by breaking all norms of established rules,” stated PFJA.  Further they continued, “It is also seen that the conferment of ADM power was done at such hurriedness by then Chief Secretary, Tabom Bam, that the matter was put up on file, approved and order issued on same day without referring the matter to the minister concern or for the decision of the state cabinet as per state government allocation of business rule,1998 as such this was the first instant of rare case where a government officer hailing from non-administrative background was to be conferred with executive and judicial magistrate powers for the first time by the state. This is totally not in conformity with the provision of “Assam Frontier Administration of Justice, Regulation, 1945” which is still in force in our state. The said Act does not provide for conferment of judicial and magistrate power on non-administrative officers.”  PFJ also alleged that he was appointed as chief estate officer illegally. “Through vide order no DAD- 21 /2011 Dated 23rd March 2011, Potom, an Engineer background in the rank of Assistant Engineer from PWD department was appointed to this high-ranking and powerful posts on officiating basis illegally, on his application for appointment which was easily recommended by former Chief Secretary, Tabom Bam without referring the matter to other departments of the state for necessary vetting. The said appointments clearly indicate hand in gloves between Tabom Bam and Talo Potom, which had appointed an officer of lower cadre directly to the post of Chief level for which he was not competent. An Assistant Engineer, PWD, he was on deputation to UD department, as Deputy Director, UD & Housing vide order no DUD/Esstt-324/05-06(pt)7672-85 Dated 26th March 2007 and his basic pre-revised pay was of Rs 10,000-325 - Rs 15200, revised pay scale as per 6th pay commission re-fixed at 15600-39100 with grade pay of Rs 6600. On deputation he was fixed at his own pay scale and grade as had enjoyed as a regular Assistant Engineer of PWD department. But to utter surprise, all deputation norms were overlooked and he was illegally appointed on officiating basis as Chief Estate Officer, CEO under District Administrative Department (DAD) in the pay scale of Rs 37,400 - 67,000 with grade pay of Rs 8700 (PB- 4) which is the pay scale of Director and Superintendent Engineer level when he had not even been promoted to his next higher level of officer i.e. Executive Engineer. The said appointment had become an open gateway for all such officers having high handiness and political nexus to go up to higher rank without observing the established rules and regulations of deputation norms.

Forum also stated that present chief estate officer formed a self-style force unit called “Public Premise Protection Force” (PPPF) and allowed them to wear combat (camouflage) dress of the army which is totally banned by the ministry of home except for combat personnel of Army.

They also alleged him of misusing power without jurisdiction. PFJA has also laid down following demands to CM, “Formulation of new policy in the state assembly to deal and solve the land encroachment cases of capital complex other than present APPP Act, 2003, which is not sufficient and have lots of lacunae, fixation of two years term for chief estate officer (CEO) post and appointment of officers of APCS cadre having law background, creation of zone wise estate officer under CEO in the capital complex to check and balance the cases of encroachment on public premises under the next appellate authority of DC’s, till such order is passed by the government the power and function enjoyed by present CEO be kept in abeyance immediately.” Forum has given one month time to CM to take action in regards to their demands, failing which they threatened to launch democratic movement.

 

 

Expert panel submits report on  devolution of power to  PRIs

ITANAGAR, Sept 24: Arunachal Pradesh is the only state in the northeastern regional which followed all India pattern of three tiers Panchayat system. This was informed by Chief Minister Nabam Tuki in the Assembly today.

Responding to a Zero our discussion on ‘Devolution of  powers to the Panchayat Raj institution in the state’ raised by MLA Laeta Umbrey, the  Chief Minister said most of the  Provision of Constitution (73rd Amendment) 1992 have been complied with  in Arunachal Pradesh.

“After the introduction of the Panchayati Raj in  Arunachal Pradesh in 1969 under the  NEFA Panchayat Raj Regulation 1967, there has been regular Panchayat Election in the state,” the Chief Minister said.

Regarding  the Govt steps for devolution of power and function, the CM informed that as a first step, the state Govt vide order No PR-75/2003 dated 3rd July 2003 issued an order for transfer of five departments/ subjects – Rural development, agriculture/horticulture, education, power and social welfare.  Later in 2008, the state Govt devolved 3Fs – Function, Fund and Functionaries  to the Gram Panchayat, Anchal Samitis and Zilla Parishad for  29 subjects.

“Though 29 subjects have been devolved to the Panchayats, actual transfer of Funds by the department has not taken place.  There is no separate budget window for the Panchayats in the state budget. The  state Govt is waiting the report of 2nd  State Finance Commission in the regard,” Tuki informed.  It is worth mentioning here that State Finance Commission (SFC) under Article 243-I (1) of the Constitution has responsibility to review the financial position of the Panchayat bodies once in five years.

Similarly, “the Panchayat bodies are without any functionaries for planning and implementation of schemes in their respective levels. Administrative works and scheme implementation are being looked after by the concerned ADC/EAC/CO who are also member secretary of the panchayats.”

The Chief Minister further informed that the state Govt  is waiting for the report of the 2nd State Finance Commission which was constituted during August 2012 under the chairmanship of Fantary Mein Jaswal, retired IRS in this regard.  It was disclosed that the Commission will submit its report to the Govt by March 31, 2014.

Giving further details of the  steps being taken by the state Govt for devolution of power and function to the  Panchayat bodies,   the  Chief Minister informed the  house that a four-member expert committee on devolution of power to the Panchayat bodies  had already submitted its report on July 22, 2013 to the state Government and the state cabinet in its meeting held on August 8 last decided to take up  the issue of devolution of power and  function after submission of the 2nd SFC report.

Earlier, while narrating the plight of  Panchayat bodies, MLA Laeta Umbrey appealed to the Govt to  devolve power to panchayat   bodies as early as possible. “We can not deny the   power to Panchayat bodies,” he said.

 

 

Arunachal proposes Rs 5 cr investment for tea cultivation

ITANAGAR, Sept 24: Arunachal Pradesh has proposed an investment of Rs five crore for tea cultivation in the state during the current financial year under the Chief Minister’s Mission Mode Project (MMP) on plantation crops.

Under the proposed scheme, progressive tea growers would be provided financial assistance Rs one lakh per farmer for cultivating tea in one hectare, Chief Minister Nabam Tuki informed the assembly today in response to a question raised in the house by Congress member Takar Marde.

The exercise for inviting applications from willing tea growers was under process and enumeration of tea farmers were also in process.

The physical target proposed during the last financial year include 20 hectares each in West Kameng, East Kameng, East Siang, Upper Siang, West Siang, Upper Subansiri, Lower Subansiri and Kurung Kumey districts and 21 hectares each have been proposed in Papum Pare, Lower Dibang Valley, Lohit, Changlang, Tirap and Changlang districts for tea cultivation, Tuki added.

Tuki, who also holds the trade and commerce portfolio, said during 2012-13 Rs three crore was proposed under Twelfth Finance Commission (TFC) grants. "However, so far the proposal has not been cleared by the high level monitoring committee due to which the fund has not been released to the department yet,” he added. PTI

 

 

SUMA opposes MsDP implementation in state

ITANAGAR, Sept 24: Student Union Movement of Arunachal Pradesh (SUMA) has strongly opposed the implementation of Minority Scheme Development Project (MsDP) in Arunachal Pradesh -- a state inhabited fully by indigenous tribal people.

Criticizing the state government as well as Union Minister of Minority Affairs Ninong Ering for the ‘reckless and blatant implementation’ of the scheme, which will adversely affect the interest of indigenous tribal people of the state, SUMA demanded the state government for immediate abolition/halt of the scheme keeping in mind the future welfare of the indigenous people and maintain the sanctity of the Bengal Eastern Frontier Regulation 1873.

SUMA also expressed apprehension that implementation of the scheme will dissuade the state’s special tribal state status in near future as well as encourage many indigenous tribal people to surrender their ST certificates to avail the massive packages meant for the minorities.

“The blatant introduction of central scheme in our state will prove disastrous, restrain the impetus of the Bengal Eastern frontier Regulation 1873 and the rights of the aboriginal will gradually begin to diminish. Further, in due course of time, the mainstream people will outnumber the naïve populace as witnessed in neighboring north eastern states.

Under section 2 (c) of the National Commission for Minorities Act, 1992, Muslims, Sikhs, Christians, Buddhists & Zoroastrians (Parsis) have been notified as minority community, SUMA informed.

“We are not against any developmental activities but the development should not hamper the interest of Tribal people.”

SUMA also expressed concern over the reported presence of NPF cadres in some pockets of the state.

Meanwhile, SUMA informed that a four-point memorandum has been submitted to the Chief Minister for further discussion of the issues.

 

 

NDMA team calls on  CM

ITANAGAR, Sept 24: Brig (Dr) BK Khanna, Senior Specialist (Training & Capacity Development) of National Disaster Management Authority (NDMA), along with senior NDMA officers and Director, State Disaster Management department, called on Chief Minister Nabam Tuki at his offices here this evening.

The officers informed the Chief Minister about the NDMA initiative of Capacity Development Programme (CDP) & Incident Response System (IRS) training programme soon at Itanagar. The programme will be in preparation for a Multi-State Mega Mock Exercise in North East, specifically designed by NDMA as major areas of the region falls under the highly seismic zone.

Tuki appreciated the gesture of NDMA to train and prepare all stakeholders to meet any natural or man-made disaster in the region, especially after the catastrophic disaster in Uttarakhand recently that has similar geographical topography as Arunachal Pradesh and several other Northeastern states.

He also suggested that NDMA take up training and awareness programmes to create knowledge about disasters that can be prevented by strictly adhering to modern technologies like earthquake resistant buildings and infrastructure. The Chief Minister observed that extra-care has to be taken in context of Arunachal Pradesh as it falls under Zone V of earthquake prone areas.

Tuki, however, pointed that the ‘fear’ of earthquake should not remain an impediment to growth and development but instead ‘ways’ must be evolved to steer in development despite the geological ‘fear-factor’.

“Prevention is better than cure. Therefore, NDMA must focus more on creating awareness on preventive measures rather than concentrate on relief and disaster management after a disaster has befallen,” the Chief Minister observed.  He, however, admitted the importance of disaster management and relief operations and requested the NDMA, which has its headquarters at Guwahati for the North East, to open a base station in Arunachal Pradesh.

The NDMA officials welcomed the request and offered that they are more than willing to set a base station in Arunachal Pradesh provided they are provided with land.

“We can place one or two companies (of about 100 personnel in each) here to meet any emergency situation as Arunachal Pradesh is prone to unforeseen natural calamities,” an official observed.

Tuki, in principle, has agreed to offer land for NDMA to set up its branch in the state.

 

 

Training on Capacity Development Programme on Disaster Management held

ITANAGAR, Sept 24: The first phase of the three days Capacity Development Programme and Incidence Response System (IRS) a multi State Mega Mock Exercise was held today at the Conference Hall of the Directorate of Tourism, Itanagar.

The programme was organised by the Capital Complex District Administration in collaboration with the Department of Disaster Management, National Disaster Management Authority.

Deputy Commissioner Sanjay Goel while welcoming all present hoped that the workshop would be really productive as it would help take preventive and mitigating measures during disasters, which don’t come with prior information. Citing that all types of disaster have become recurrent, he stressed that all possible steps should be taken so that the risk of damage to life and property could be reduced.

Goel also shared his experience with Brig Khanna when he was posted at Daman as District Collector where Khanna had organised a Capacity Development Programme which was really beneficial and hoped the same here as well.

Stating that it was a privilege to have such knowledgeable resource persons here, the Secretary, DM HK Shallas urged all to avail this opportunity which will help them learn how to tackle such situations during rescue operations from any kind of disaster.

Brigadier Dr. BK Khanna, Senior Specialist, NDMA, New Delhi gave instances of Delhi where many such workshops were organised to make them aware of the situation a disaster can cause. He apprised all present how they could learn from the training and further to convey the message to their concerned office which could also take simultaneous steps to make people more aware of the hazards of disaster.

Assistant Commissioner Pooja Jain said that disaster is a hazard which could cause social cultural and economic loss. Appreciating the steps taken by the NDMA, she hoped that all would be benefitted from the training.

B.B Gadnayak, NDMA, GOI presented a brief overview of the IRS. Later as a resource person, he explained in brief what IRS is, how it is formed, its organization and staffing, roles and responsibilities etc. He also conducted a group work (scenario exercise and presentation) where the participants were divided into four groups and were given a situation which they had to assess on their own and report the steps that they would take during such emergencies.

Among others, all the Heads of Departments attended the training including officials of various line departments from the 10 districts of the state and various officers of the State Govt. The team from NDRF Gawahati including Commandent AK Singh were also present during the workshop.

It was further informed that on Sept 26, a mock drill on earthquake, would be conducted simultaneously at Akashdeep Market Itanagar, Legi Complex Itanagar, R.K Mission Hospital Itanagar, Kendriya Vidyalaya-I Naharlagun, Kendriya Vidyalaya-II Naharlagun, Chandra Nagar Market area Itanagar, Press Colony Papu Nallah, Vivekananda Kendra Vidyalaya Chimpu Itanagar, Ashoka Hotel Itanagar and Banquet hall Itanagar.

The organizer appealed to all the residents to cooperate with the District and State Administration to make these mock drills a success.

 

 

2-day workshop on CPSMS for accounts personnel begins

ITANAGAR, Sept 24: A two day workshop on Central Plan Scheme Monitoring System (CPSMS) organized by NRHM Arunachal Pradesh for the accounts personnel from the districts began at DHS Conference Hall, Naharlagun today.

The District Accounts Managers and Accounts personnel of all vertical programmes will be trained on CPSMS.

The CPSMS is a Central Sector Plan Scheme of the Planning Commission which is being implemented by the Office of Controller General of Accounts in partnership with National Informatics Centre. The scheme has established a common transaction-based on-line fund management and payment system and MIS for the Plan Schemes of Government of India. The scheme is being implemented through a web based application developed and deployed by the Controller General of Accounts which leverages its well established accounting and financial reporting application and the interfaces developed with the banking system.

Inaugurating the workshop, Dr. K Nishing, Director of Health Services emphasized on implementing the system to monitor the fund flow under all centrally sponsored schemes under the Department of Health and Family Welfare. He also opined that the role of Information Technology in today’s world can’t be ignored.

Citing the example of HMIS and MCTS, he said that CPSMS will help in monitoring the financial progress and accordingly help in decision and Policy making for the policy and decision makers.  

Earlier, Habung Youngbow, Director Finance & Acounts, NRHM, highlighted the importance of CPSMS and said that the scheme will help in managing fund flow. The CPSMS is developed for fund management and e-payments for plan/non-plan schemes and report utilization under these schemes at different levels of implementation on a real time basis. This is a web based solution to financial management, he said.

The training is being conducted by resource persons Vishnu Singh, Senior Accounts Officer, Ram Swaroop, Accounts Manager, Ministry of Finance Govt. of India and Sumanta Kar, Finance Analyst, Ministry of Health & Family Welfare Govt. of India.

Election Training for ERO, AEROs at Daporijo

DAPORIJO, Sept 24: A District Level Election Training for EROs, AEROs, Assembly Level Muster Trainers (ALMT) and BLOs of Upper Subansiri district was conducted on September 23 and 24 by the District Election Office at the Rijo Conference Hall, Daporijo.

Inaugurating the training programme, the DC cum DEO Tahang Taggu discussed in detail about the election machinery and emphasized on the preparation of an error free electoral roll. He also advised the BLOs to work with dedication and efficiency as their work was the key to the preparation of an error free electoral roll.

ERO(HQ) cum EAC O. Lego discussed about the aims and objectives of the training and ERO(Raga) cum ADC Hage Ruja advised the trainees to pay keen attention and attend the training sincerely.

The District Level Master Trainers Dr. B. Paul, S. B. Singh, R. Lomdak and ERO O. Lego provided training through power point presentations and discussed in detail on different aspects of District Election Management plan and vulnerability mapping, legal provisions and structure of roll types of revision, online registration of electoral roll and ERMS, E-Roll-Draft publication, claims and objections, EVM technical detail matters and administrations, preparation of EVMs, poll day arrangements and polling personnel, notifications, nominations, qualifications and disqualifications, model code of conduct, scrutiny of nominations, withdrawal allotment of symbols, role of micro observers, postal ballots, election duty etc. DIPRO

 

 

Arunachal to attend Sustainable Mountain Development Summit in Kohima

ITANAGAR, Sept 24: A delegation from Arunachal Pradesh led by Agriculture, Horticulture, Veterinary, Animal Husbandry & Dairy Development Minister Setong Sena will attend the third Sustainable Mountain Development Summit at Kohima in Nagaland on September 25.

The summit will focus on different of kind challenges faced by the mountain region.

The SMDS is a platform of the Indian Mountain Initiative (IMI) for the Indian Mountain States to come together to share experiences, discuss issues of development priority, as well national and state policies. This year too, the organisers plan to initiate discussions on three specific themes; viz., Water governance, policy and opportunities; Forest governance, policy and challenges; and Sustainable Agriculture that focuses on food  and food production systems, policies and agro-biodiversity.

Fantry Namchoom Jaiswal, Chaiperson, State Finance Commission, Arunachal Pradesh and Nalong Mize, OSD to Minister, Horticulture, Agriculture, Veterinary, Animal Husbandry and Dairy Development are the Coordinators of the Summit from Arunachal Pradesh.

ZP meet resolves for rationalization of teachers’ posting

PASIGHAT, Sept 24: First Zilla Parishad meeting of East Siang today adopted several resolutions, including rationalization of postings of teachers to solve the problem of teacher shortage at schools in remote and far flung areas.

Chairing the meeting, ZPC Kaling Dai stressed the need of holding such meeting to smoothly carry out development activities.

ADC and DPDO Rajesh Panyang said that such meetings help assess the progress of various ongoing schemes and work out solution to various problems in implementing schemes.

The Zilla Parishad Members present in meeting said that they should be made known about the on going as well as schemes/ projects to be implanted in future in their segments for proper and timely implementation.

The also wanted the presence all the HOOs in such meeting to get clear pictures of the schemes going on and to be implemented.

The ZPMs of Pangin and Boleng areas appealed for fair distribution of teachers in the district and proposed that each and every community hall/ Dere should to be equipped with proper toilets.

They also highlighted the water supply and electricity problem in some pockets of the district and sought clarification from the authority concerned for the shortages.

The meeting further resolved that the Arunachal Pradesh Education Regulation Act, 2010 should be followed strictly and infrastructure improved.

Data dissemination workshop on census

ZIRO, Sept 24: Data dissemination workshop on census data was organized by Directorate of Census Operations, Arunachal Pradesh at St. Claret College, Ziro.

Deputy Director Census Operations B Shotun informed that Census data is a mammoth exercise which provides as a primary data to various governmental institutions and helps in developmental activities by helping the decision makers.

Census data is of immense importance in planning as it shows the characteristics of a population in an area.

Joint Director of Census Operations, Bharati Chanda gave presentations on House Listing Operations (HLO), Primary Census Abstract and National Population Register. In Arunachal Pradesh, exercise on National Population Register is being carried out in Papumpare, West Kameng and Tawang districts.

Joint Director informed that census is carried out in two phases; in the first phase, the objective is to prepare an unambiguous frame for population enumeration and then house to house canvassing and detailed data collection starts. She also informed that there is no permanent resident Schedule Caste population in Arunachal Pradesh. Some of the highlights of census emphasized by her were; 0.2% of total occupied houses were Hospital or Dispensary which is extremely low to cover the population. Another important highlight was that even though 65.7% of households had electricity connectivity, 10.5% of the household in Arunachal had no source of lighting at all. DIPRO

 

 

Mithun Health Camp organized at Mani

ITANAGAR, Sept 24: The National Research Centre on Mithun (ICAR) in collaboration with KVK Papum Pare and Department of Animal Husbandry and Veterinaryhas organized the first ever Mithun Health Camp at Mani village under Doimukh of Papum Pare district yesterday.

Local MLA Nabam Rebia, who attended the inaugural session expressed gratitude to the Director AH&Vety Dr. H Tabin and his team of scientists from NRC-Mithun, Medziphema, Nagaland for taking the initiative to organize the Mithun health awareness camp. He suggested Dr. Heli for conducting more research to make mithun a multipurpose animal.

Dr. Tabin appreciated KVK Papum Pare for creating awareness among the farmers to form Mithun Farmers Club in the area. He requested the farmers to get their prized animal timely vaccinated timely to prevent diseases, particularly FMD.

Dr. C Rajkhowa, Director NRC-Mithun highlighted abouth the activities of his institute and informed that under Trible Sub-Plan (TSP) the institution is equipped with Technology injection programme to cover the Mithun rearers in different pockets in the country.

Earlier, Dr. T Heli, Programme Coordinator, KVK Papum Pare informed that an area of 800 Ha community forest has been fenced for community Mithun rearing funded by Sir Ratan Tata Trust (SRTT) during 2009-2010 with 30% community contribution.

More than 300 Mithun are kept in the area under the care of Mithun attendants from amongst the Mithun owners. He further informed that this community Mithun rearing centre has solved various problems faced earlier, such as crop damage by Mithun, diseases outbreak and Mithun theft.

Mithun health check up, vaccination against FMD and deworming were done during the camp. Common salt and medicines were also distributed to all the 49 Mithun owners from Midpu, Mani and Chiputa, who attended the camp.

 

 

APCC chief exhorts party workers to strengthen party

ITANAGAR, Sept 24: Arunachal Pradesh Congress Committee (APCC) president Mukut Mithi today exhorted the party workers and cadres to make their best efforts for strengthening party organization at all levels.

Chairing a party meeting at Rajiv Gandhi Bhawan here today, the APCC president asked the presidents of DCCs and BCCs to conduct meeting atleast once in a month and submit the meeting details along with various activities undertaken during the month to PCC for onward submission to AICC. He also expressed his unhappiness over non conduct of meeting by some DCCs and BCCs.

The district and block presidents highlighted the various problems faced by them, such as communication problem, lack of infrastructure and urged the APCC president to conduct coordination meeting among elected representatives and DCC and BCC office bearers to further strengthen party organization at grassroots level.

Earlier, party vice president Tatar Kipa highlighted the importance of conducting monthly meeting and submission of reports to the AICC.

APCC general secretaries, in-charge of various districts attended the meeting.

 

 

Science exhibition

RUKSIN, Sept 24: With a view to encourage, popularize and inculcate scientific temper among the school children, Fransalian English School at Jonai, Assam today organized a district level science exhibition, where children exhibited their models and their applications in different fields.

Various innovative models designed on extraction of bio-diesel as alternative fuel sources, hydropower generation from mega dam project, generation of electric energy from Gobar Gas, Wind and other sources etc. have been appreciated by all present on the occasion.

The exhibition was inaugurated by Anuj Jain, Commanding Officer of Arunachal Scout (Assam) stationed at Rayang Military camp. He also inspected all science exhibition stalls, went on thoroughly with the models displayed therein and interacted with the young scientists.

Addressing the students, Jai said that science was an integral part of our day-to-day life. He said that such programme develops scientific temperament of students and encouraged young students to study science to become human resource of the country.

Dhemaji Superintendent of Police (SP), Moinul Islam Mandal also attended the exhibition and spoke about importance of science in our day-to day life.

Scientists from Arybhatta Science Centre, executives of Assam Science Society were the panel of judges on the occasion.

Geography paper still puzzles

Dear Editor,

Through the column of your esteemed daily, I would like to strongly convey and support the letter published under the headline “Out of Syllabus” and “ Give proper training to examiner” about APPSCC (Prelims) Examination published on 24th August 2013. In Geography papers, many questions have been set up from out of syllabus. I had thought that it was like a history, sociology and political science papers. Standards should be such which can be truly competing for the candidates. Really, even the Professor of Geography will not be able to solve such questions. The APPSC authority should properly instruct the questions setter whatever reputed she or he might be. Many questions of Geography like Q. No. 14, 15, 37 etc. are out of syllabus.

As an aspirant, everyone is always carrying out their preparation by using the syllabus given by the Commission. If they do not follow the same, it vanish one’s preparation at the cost of blind setting.

An appeal to the Governor and Chief Minister

Dear Editor,

By now we assume that you are well acquainted with the grievance of the APPSC’2013 candidates who were rejected for submitting incomplete forms. Yes! We have made a blunder and we accept our fault with disgrace. And yet we have persistently questioned if the punishment meted out to us by the APPSC members was in consonance with the mistake made? But after seeing the question paper of the prelims held on 23rdSeptember ’2013, which had one or two questions either illogical or incomplete we question the APPSC members all the more.

We understand that the APPSC members wanted to make example of us this time so that they be taken seriously. But how can we when they continue to err even at a time when they want to send a message across by rejecting us? We being on the wrong side now can see things that maybe we would not have never bothered noticing. We now can see how when an autonomous institution is over empowered, how its power can be misused by people holding it .We are aware that his Excellency can appoint them but cannot dismiss them, hence the arrogance of these people. Therefore we appeal to the CM and his Excellency to appoint a new APPSC member who is a social activist, someone sensitive and more humane and receptive to the grievance of the students.

Declaration on population and development

Gender equality and reproductive health are indispensable to sustainable development, and must be a key part of the post-2015 development agenda, participants said at a United Nations-organized regional conference in Thailand.

After days of intense discussions, nearly 500 delegates, including ministers and senior officials from 47 countries, adopted a comprehensive Asian and Pacific Ministerial Declaration on Population and Development.

The document was finalized on the last day of the Sixth Asian and Pacific Population Conference (APPC) in Bangkok, hosted by the UN United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in cooperation with the UN Population Fund (UNFPA).

The document will be the region's input to next year's UN General Assembly review of the 20-year action plan on sexual and reproductive health rights which was agreed on in 1994 in Cairo at the UN International Conference on Population and Development (ICPD).

The Declaration reasserts key principles of the ICPD Programme of Action, stressing States' responsibility to protect human rights for all without distinction and to address the root causes of poverty.

It also calls for universal and equitable access to sexual and reproductive health services, to further reduce maternal deaths, ensure access to family planning and prevent the spread of HIV.

The Declaration emphasizes promotion of gender equality, including calls to end violence against women and girls and early and forced marriage. It also highlights actions essential to further progress, particularly the rights of young people and their needs, including comprehensive sexuality education, access to contraception including for the unmarried, education and employment opportunities.

The Declaration is expected to contribute to discussions as the international community builds on the eight-poverty targets known as the Millennium Development Goals (MDGs) and prepares a post-2015 development agenda.
